UDC Invites Qualified Bidders for second phase of Third City procurement
Following on the heels of its invitation for consultants to submit their bids for selecting the suitable site for Jamaica’s Third City, the Urban Development Corporation (UDC) has now reached out for bidders in the area of Pre-Horizon Scanning and Foresighting Study.
The UDC will be looking for bids that analyse and document global trends for the next 10 through to 50 years in all sectors of the global economy to outline the economic, geopolitical, social, technological, environmental drivers.
The proposals must also identify key issues and changes in the global environment which may impact Jamaica’s economic development and growth prospects as per Vison 2030 in time segments of 10, 20, 30, 40 and 50 years
The scope also involves identifying, outlining and developing or modeling a competitive and resilient economic base for the Third City which is consistent with the National Vision Statement – “Jamaica, the place of choice to live, work, raise families and do business”(Vision 2030 Jamaica – National Development Plan, 2009).
Consultants are being asked to submit with their proposals at the time of bid opening, a copy of a valid Tax Compliance Certificate (TCC) or Tax Compliance Letter (TCL) through an online tender system where Request for Proposal documents will only be made available via the Electronic Government Procurement Portal (www.gojep.gov.jm).
Proposals must be submitted by Tuesday, January 30, 2018 at 10:00 a.m. Submission of proposals after the stipulated deadline date and time will be automatically rejected by the electronic portal. No off-line (hard copies) will be accepted and there will be no physical tender box for drop-off of Request for Proposals document. To submit proposals, please register on the e-GP System (www.gojep.gov.jm).
Interested consultants may contact the support desk of the Ministry of Finance and the Public Service or the Strategic Sourcing and Procurement Department, Urban Development Corporation at 656-8031, for assistance and training in the use of the e-GP system.
The planning for the development of Jamaica’s Third City was mandated by Prime Minister Andrew Holness in July 2016 as he charged the Board of the UDC with the responsibility to create the island’s third city against the background that the dominance enjoyed by Kingston which is the centre of governance as well as the financial and commercial hub, had created an imbalance with other locations based on its excessive demand for services and the provision of infrastructure.
The Third City project is currently in phase 1 – the Site Selection Phase. As the project progresses, there will be further engagement of the wider public in various visioning sessions. Upon securing consultancies and completing the tasks in Phase 1, two other phases will follow: master planning and implementation.
